Customs and the China International Trade Single Window

Customs and Single Window management in Tranexio lets importers and exporters generate customs declarations straight from packing data, run compliance checks before filing, and process Single Window receipts and status updates via the integration hub. HS classification suggestions offer candidate codes with reasoning for the customs officer to confirm.

Key points

  • Declarations derived from packing lists

    Header data and goods lines are carried over from shipping and packing data. Any field edited by hand keeps an override trail, avoiding re-keying and inconsistent figures.

  • Pre-declaration checks

    Before filing, the system checks mandatory elements, HS codes and declaration elements, and sanctions screening results for consignors and consignees. Declarations that fail cannot be submitted.

  • Receipt processing and status sync

    Single Window receipt messages are processed idempotently, status only moves forward, out-of-order messages are replayed automatically and the customs declaration number is written back.

  • HS classification suggestions

    Enter product details to get the top three candidate codes with confidence scores and reasoning. The customs officer accepts or overrides, and every decision is logged.

  • Processing-trade handbooks

    Manage electronic handbooks and ledgers, registration of materials and finished goods, unit consumption, deep-processing transfers, outsourced processing and write-off.

The problem

Customs is central to a trading company’s compliance, yet the usual picture looks like this:

  • declaration data is exported from the business system and re-keyed into customs software, and quantities, descriptions and values no longer match the contract;
  • filing results are checked manually on the Single Window, with receipts disconnected from business documents;
  • classification relies on individual experience, so the same item ends up under different codes depending on who classified it;
  • unit consumption and write-off for processing trade handbooks are kept in spreadsheets, and gaps surface only when the handbook is due for verification.

How Tranexio handles it

  1. Derive the declaration: generate the customs declaration from the packing list and shipping plan, with header elements and goods lines filled in automatically; the customs supervision mode follows from the contract’s trade model.
  2. Check before filing: validate mandatory elements, HS codes and declaration elements, tax rates and sanctions screening results, and produce a checklist.
  3. File and process receipts: connect via the integration hub to the China International Trade Single Window (单一窗口) and Golden Customs Phase II (金关二期), process receipt messages and sync declaration status. Alternatively, generate a broker handover pack and let the broker file and return the result.
  4. Classify and estimate duties: HS classification suggestions give the top three candidates with reasoning; customs duty, import VAT and consumption tax can be estimated, with preferential agreement rates maintained separately.
  5. Processing trade: handbooks and ledgers, unit consumption and BOMs, deep-processing transfers and outsourced processing are managed in one module, with write-off data linked to declaration records.

Key controls

Control How it works
Filing gate A declaration that fails pre-declaration checks cannot be submitted
Override trail When a derived field is edited by hand, the original value, new value and user are recorded
Idempotent receipts Duplicate messages are not processed twice; status moves forward only, never back
Human in the loop HS classification suggestions take effect only after a customs officer confirms them; acceptances and overrides are logged
Certificates stay on your network Filing goes through the company’s front-end gateway, so customs certificates need not be uploaded to the platform

The bonded document chain (verification lists, gate passes and so on) and AEO certification management are on the roadmap.

Frequently asked questions

Can we file directly with the Single Window?

The platform provides Single Window and Golden Customs Phase II connectors via the integration hub, handling receipt messages and syncing declaration status automatically; filing goes through the company's own front-end gateway. Opening a live filing channel requires joint testing with your gateway and certificate set-up.

How are HS classification suggestions produced?

The system uses the product name, specification and use, together with the tariff code library and past classification records, to return the top three candidate codes with confidence scores and reasoning. Suggestions are advisory only and are written to documents only after a customs officer confirms them; acceptances and overrides are both recorded.

Is the system still useful if a customs broker files for us?

Yes. The system packages declaration data into a broker handover pack; once the broker has filed, the declaration number and status come back. Declarations and business documents still close the loop on the platform, and tax refund and accounting reconciliation work as normal.

Is processing trade supported?

Yes. Processing with imported materials and processing with supplied materials are supported, with electronic handbooks and ledgers, registration of materials and finished goods, unit consumption management, deep-processing transfers, outsourced processing and write-off.
